Outer Circle Foundation offers a wide range of services and support for veterans, first responders, and their families—including peer mentoring, resource navigation, suicide prevention programs, and community-building events like Fishing for Freedom. Founded by Matt and Buffy Payne, our organization is driven by lived experience, compassion, and a commitment to empowering those who serve. Through educational outreach, healing activities, and practical assistance, Outer Circle Foundation creates safe spaces for hope, recovery, and renewed purpose.
